Overall Responsibility:
The Assistant Safety Manager Trainer is responsible for working effectively with Management to plan, implement, communicate, oversee and measure results of the ADG Safety Program, as well as, assist in the development and implementation of new safety training programs and initiatives to help improve the level of safety knowledge within the Airports Development Group (ADG). Position reports and receives direction from the Airports Development Group Program Safety Manager.
Key Performance Areas:
Safety Training
• Provides recommendations on safety and training matters to the ADG Program Safety Manager.
• Serves as the primary Safety Training contact and resource regarding safety related matters.
• Evaluates written safety and training programs and policies on a regular basis, recommends changes and oversees the implementation of those changes.
• Evaluates the effectiveness of the jobsite safety observations to see that jobsites are visited and inspected for safety violations and issues on a regular basis. Evaluates the effectiveness of corrective actions taken for identified safety issues, and reports the results to Program Management.
• Develops and implements new safety training programs and initiatives for Project Managers, Construction Managers, and other ADG personnel to see that they are familiar with applicable safety regulations and Project Safety Policies.
• Oversees coordination, scheduling and administration of safety related training for the ADG Program.
• Responsible for communicating safety related issues to all levels of the Program.
• As needed, responsible for coordinating the Safety and Training Program with LAWA's Risk Management Department.
• Oversees compliance with safety requirements contained or referenced within the contract documents.
Insurance Claims/Administration
• Oversees the investigation of accident and incident claims associated with assigned ADG Projects, and makes recommendations to prevent reoccurrence.
• Assists in the timely reporting of all incidents to LAWA, ADG Management and LAWA Risk
• Management.
• As requested, provides claim and/or investigation assistance to LAWA Risk Management.
• Oversees the assembly and maintenance of accident/incident and loss information associated with assigned ADG Projects and communicates this to Management.
Risk Management
• Assists the Construction Manager and Safety Inspectors with assessment of identified potential safety risks prior to Project start and on an ongoing basis as construction progresses.
• Tracks, maintains, and reports individual project safety management performance on company systems (e.g., Prolog). Reviews this information, with ADG Management and Construction Support Services providers, as appropriate.
• Establishes safety goals for each project and assists the Construction Manager and Contractor in meeting those goals.
• Recommends corrective disciplinary actions to Project Management when safety rules are violated.
• Works with Construction Support Services providers to ensure that safety is a proactive part of their project management effort.
Job Duties
• Oversight of job safety inspection visits - Anticipate field safety visits 5 or 6 times per week to observe Field Safety Inspectors and assist them in identifying additional areas of concern or noncompliance. Ongoing evaluation of Field Safety Inspector's and Contractor's Daily Safety Reports to identify trending and consistency related to corrective actions. These visits would also include conversing and/or meeting with LAWA Site Inspectors regarding safety concerns and follow-up actions taken by the Contractor.
• Review Contractor's and Construction Support Services (CSS) Construction Manager's Written Safety Plan. Review the written safety plan for each entity. Review results of safety performance and compliance in the field, on an ongoing basis to evaluate the effectiveness of the implementation of Construction Management and Contractor safety plans.
• Assist CSS/Construction Manager in review of resumes and experience verification and qualifications for the Contractor's Safety Manager and/or Safety Superintendent/Safety Supervisor. Assist CSS in its review of resumes and experience qualifications for the Contractor's Safety Manager and/or Safety Superintendent/Safety Supervisor. Assist, as may be required, in the review of resumes and personal interviews to verify that candidates for these positions meet contract requirements.
• Assist the CSS/Construction Manager with verification of Contractor's compliance with written documentation requirements. Review with CSS (if contracted) or Construction Manager the submission of weekly ""toolbox"" meetings, new employee orientation, daily safety inspection reports, any accident/incident and related investigation reports and provision of ""competent"" or authorized persons documentation including training records. Any Job Hazard Analysis (JHAs) would also be included in this review and comment process.
• Coordinate with LAWA Risk Management - As requested, provide support to LAWA Risk Manager on issues as appropriate.
• Attend Project Progress and Project Safety Committee meetings. Attend these meetings to monitor the ongoing safety effort of the CSS/Construction Manager and Contractor.
• Attend Element Manager's and Element meetings. As requested, attend these meetings to discuss Manager's and Personnel safety issues and concerns, as well as, to report on the safety status of Projects.
• Interface with Element and Construction Managers. Meet with Construction and Element Managers (individually) at least weekly to discuss their specific safety concerns and relate safety findings.
• Meet and/or solicit information from local State and Federal Safety Officials in order to obtain current information on safety current and upcoming safety issues. Meet and/or attend webinars, conferences, trainings, etc. in order to stay current on existing safety issues, as well as, potential upcoming changes to requirements.
• Attend and participate as requested, in LAWA ADG Construction Safety Advisory Committee Meetings. Attend these meetings to help provide input on any program-wide safety concerns and solicit feedback concerning safety performance and progress on the various projects.
• Assist in establishing monthly Contractor's Safety Manager/Safety Superintendent/Safety Supervisor Meeting. Establish these meetings to discuss general program safety concerns and successes, as well as present updates and information on safety regulations and requirements.
• Promote the ADG Safety Program. With coordination from Management, work to promote the proactive and behavior-based ADG Safety Program concepts both internally and externally. Pending the success of the Program, recognition of the effort from outside entities (e.g., National Safety Council, trade and professional organizations, etc.) would bring positive publicity to the Project.
• Establish and Implement New Safety Training Program initiatives. With support from Management, works to develop and implement new safety training programs and policies which will further the safety knowledge and understanding of all levels of personnel associated with the ADG program. Establishes and maintains relevant data to demonstrate available opportunities, as well as, participation and feedback from ADG personnel regarding the program.
Qualifications: Education/Registrations/Certifications:
Bachelor's degree - major areas of study preferred: Safety and Health, Engineering, Environmental Sciences or related field or equivalent combination of education and experience. Certified Industrial Hygienist (CIH), Safety Manager or Certified Safety Manager Professional (CSP).
Required Knowledge, Skills and Experience: • Minimum 10 years of verifiable professional safety experience on heavy construction projects, preferably aviation environment. General Safety and Risk Management experience desired.
• Ability to multi-task and balance priorities.
• Authorized in OSHA Outreach Construction Training
• Authorized and/or extensive documented safety training in key disciplines including cranes/crane operations, trenching/excavation/soils, concrete/masonry construction, scaffolding, fall protection and systems, confined space entry, personal protective equipment, heavy equipment operation, electrical systems, occupational health and environmental controls, fire protection and prevention, hand and power tools, steel erection, stairways and ladders, toxic and hazardous substances, traffic control and Federal Aviation Administration requirements
• Solid people skills with professional demeanor. Ability to teach others and communicate effectively with all levels of the organization.
• Excellent verbal and written communication skills. Demonstrated ability to effectively communicate safety policies and practices.
• Excellent computer skills and ability to learn new software programs.
• Must have analytical reasoning and problem solving capabilities.
• Balanced approach to technical, business and people aspects of business. • Bi-lingual (English/Spanish) preferred.
• Flexibility to work multiple shifts as necessary.
